The decline in the council housing and the lack of investment in social care has led to a shortage of property for individuals with disabilities or other specialised needs who may need weekly or daily care but are capable of living independently. The government does not have enough suitable accommodation, so they have turned to the private rented sector (PRS) to meet the need.
